Wth there was a different Hoenn Water Leader in Emerald than in R/S?

yea there was, though i don't know why they did that

yep just like theres a different 8th kanto gym leader in HG/SS than G/S

i the reason i voted for misty because i liked the fact in the anime, she gets annoyed easily by psyduck getting out of his pokeball

Because Steven was the champion in Ruby and Sapphire, and Wallace was the Sootopolis City gym leader. But in Emerald, Steven had retired from being champion so he could have more time to look for rare stones and rocks. (In case you didn't know, Steven STONE collects rare stones.) And since he wasn't champion, Wallace became the champion. And then there was no gym leader. So Juan, the one who taught Wallace everything, took the place as gym leader of Sootopolis City.
